What exactly does the NY City government website have to do with anything?
Storybrooke is in Maine and the only other place the residents ever mentioned was Boston.
Regina didn’t contact the state, she contacted Boston Children’s Services.
I don’t get the Boston referrences, either, but, something’s up with that 😉

Ok, she contacted Boston’s DCS. Boston is in MA, and Storybrooke is in ME. Who does she know in Boston? How does she know them? Any FTL people? This is making me think, because it’s making me wonder if Oncewatcher has a point. What if the curse’s influence spans out, from beyond Maine?

I think it’s just one of thoses cases of “small town law” the city take care of the smaller stuff by itself (disorderly conduct, petty theft and what not) and for the bigger crimes or issue they have to refer to higher authorities. The only thing is, those bigger issue, never really happened… once when thought they found a human hearth they said they would have to transfer MM to a state penitentiary so she can have a trial by jury (or something like that).
Isolated small town have a tendency to wanna stay that way…

Exactly. They have to exist.
My husband and I are foster parents and, so I can tell you that no DCS caseworker will allow for kids to live in a town where (1) A home study has not been conducted, (2) The foster parents have not been approved by their state’s P.A.T.H. (Parents As Tender Healers) foster-training program (in TN, this is even necessary for when fostering relatives) and (3), the state has formally approved for the home to be classified as “open”, and scheduled for regular evaluation. No DCS caseworker from Boston, MA will allow kids to live in a town nobody knows about, or where home studies have not been conducted and approved.
How the show handles this stuff of course depends on how closely they stick to real-world models. Still the same, if Regina Mills has contact with people outside of Storybrooke, you’ve got to wonder about who these people are. The writers may not do anything with that, but the door is definitely open.

Brigadoon is one of my favourite movies! 😆 That is exactly how I see it as well, a small town asleep for 28 years.

That’s one thing that always stumps me, how did they get the provisions to survive, because they’d have to have come from the outside world somehow. The only thing I’ve come up with to explain it stems from the idea that you have to know about it in order to find it. So if Regina arranges for things to be delivered, the delivery people get explicit directions. Then perhaps the city limit has an affect on real world people in that they forget about it once they cross back into the real world. That way, there’s no risk of a delivery guy saying to his wife, “I went to this lovely little town in Maine once, there was a B&B called Granny’s, maybe we could go there for our anniversary vacay.” Anyway, I dunno if how SB gets clothes and food and whatnot imported is necessarily something that’ll ever be explained. I suspect it’s just something we might have to suspend some disbelief over, and just accept that it happens somehow.
As far as things like Kathryn getting into university, and MM being sent to jail, and arranging for Hansel and Gretel to go to Children’s Services, I’m just not convinced that those things were legit. If Regina controls the lines of communication in and out of the town, she can say that anything and everything has been arranged with organisations out of town, knowing that if anyone tries to leave, something bad will happen at the city limits and those people won’t be a concern any more. Think about it, if Boston Children’s Services was legit waiting on two kids to arrive, and they didn’t, (and Regina knew that something would happen to prevent them from leaving SB, coz that’s just how it works), that’s gonna raise questions in real world organisations that will want answers, which means people will start getting curious about SB. Regina doesn’t want that hassle, so I think she keeps it all contained and faked.

My guess would be that either Mr. “K” Krzyszkowski, who we see in True North or Smee are responsible for procuring everything. Smee is officially on record saying that he procures things for a living and Mr. K is the bureaucrat that seems to handle all the red taped paper work.

Marilou and Sarah…great observations. It makes the question of how was Henry adopted by someone in Storybrook an even greater mystery…an almost certainty that it was not through the normal process. Gold didn’t get his memory back until Emma returned but yet he is the one who arranged for Henry to be adopted by Regina.

Katherine was going to Boston
Hansel and Gretle were, supposedly, going to Child Sevices in Boston (why not the State of Maine, Child Services?)
Ruby was going to go to Boston
Ashley was going to Boston
Seems like Boston is the only connection to the outside world that they have….maybe because of Emma, somehow?Probably cause GOLD/ REGINA had no knowledge of geography, American history or government. Do you think either one had a G.E.D or high school diploma?
