Emma does seem to have magic or at least her actions are causing magical things to happen, the clock ticked, the mines caved in, the hat worked. There is something going on there that is more the accidental. We have no idea how someone becomes magical in this show.
In Stable Boy it doesn’t seem like Regina has any magic, but she clearly does later on so somewhere she must learn magic or take it from her mother. And Snow seems to have blue birds that will come to her which seems magical to me. They have mentioned using the blue birds to send messages many times and have shown her with blue birds i think three times. And also the pigeon brought her the letter from Charming.

Right now we cannot confirm nor deny if Gold has magic. We know not a thing of what he is capable of.I don’t think Regina has magic or at least Gold thinks she doesn't because of the sneak peek for Ep 19 that shows Gold saying that Regina can't just turn someone into a bug and smash them. Though in the real world we have technology so that sort of makes up for magic.
I think you’re right about Regina not having magic for the very same reason you gave. Mr. Gold could have magic if he brought those potions he had previously bottled in FTL to SB.

Assuming Gold made the curse I’m sure he would have magic, he would not create a prison where he has absolutely no magical power. Sort of for the same reason I think Regina doesnt have power, we tend to think of the curse as Regina’s but she went to him to find out how to enact it…. It’s Rumple’s creation and being the awesome sneaky personish thing that he is. I wouldnt put it pass him to trick the Evil Queen into losing her powers at the enactment of the curse.
Another strong clue to Gold having power is in the trailer thing when you see August with the knife that says Rumplestiltskin, that knife is supposed to be the one weakness of the dark one. If Rumple is no longer the dark one and doesnt have any power in SB than I dont think the knife would be significant, yes it would probably be there, but it would just be a knife and not really a sign that someone was trying to kill Gold/Rumple/Awesome/BestCharacter.There is no official confirmation of magic. In the Pilot after Emma storms out of the car when Henry says 44 I’m not telling you street. She shuts the VW Beetle’s door and up above in the near background the telephone pole sparks. Down the street in the center of town there are a series of traffic lights that blink red after the clock starts to move they slowly one by one stop blinking and working. Driving into SB the rain stops at the town line and you can see it again as Emma is trying to drive out of town before crashing. There’s magic but I believe it is Emma that has to bring and Gold request is for her to get out of town so there is no magic to reactivate. Yes Emma will reactivate magic I believe she is the key and does not realize it. Both Gold, Rumple and Henry eluded to that fact.
Well i think yesterdays episode confirmed that Emma has magic. August said that he needed magic and needed Emma to believe so that he could help her with whatever is wrong with him.
I believe Gold does not want magic back. Magic means no Bae. His request will be to leave town and never return, after he help’s her get Henry. I believe in exchange for help with Henry there will be another favor involved and then the leaving town is the cash in of the first.
After watching ep. 19, it doesn’t seem like Mr. Gold has magic the way he did before in fairy-tale land. August wasn’t able to control him by using the knife. Mr. Gold came to this world, a land without magic, because it was they only place he didn’t have dark magic. He has the appearance of a normal man in SB, even though he maintains his inclination to make deals like Rumpel did. Also, Mr. Gold commented to Regina how frustrating it was that one cannot simply turn your enemy into a slug and squash them in SB. However, I do think Emma has magic, like Jefferson said in episode 17. I think she created that magic hall, which Jefferson fell into and out of SB.

I believe Gold and Regina’s magic abilities are suppressed and Emma is the unlock code. (The bottle with the hairs of Charming and Snow could be a key factor here). How will a good final battle be if Emma was fighting Regina and only one had magic? Gold’s only here for Bae everyone else is inconsequential. His power as a human is information and his deals which he does not break to remain a man of his word. As a human those things gives us power sometimes more so than money.
