I think you’re right. If they’re working for PP, a creature from a magical land who rips shadows off of boys, he’s all about the magic. I think THO has one sole purpose: find Henry.

It was established that GOAT are unaware of who they’re really working for, which suggests that they don’t know of PP, or why they were told to take Henry to NL.
I can buy into the idea that THO exists to find Henry. But I think that GOAT are just footsoldiers who don’t know the whole story, so when they spouted all the “destroy magic” stuff, they genuinely believed that that was their mission, and they genuinely do not like magic.

An intermediary seems likely. Maybe Felix?

I don’t think GOAT knows who they are really working for or why, I think they are footsoldiers like you said. They believe in the destruction of magic because that is what their bosses are telling them is important. I wonder if Felix also told them–and others like them–be on the look out for young boys who come from magic but are born into non magical worlds. GOAT probably think Henry has something to do with the overall destruction of magic, but that’s not what PP really wants from him.

I was thinking more someone in our world, (and that’s the person who communicates with NL). Right before the finale, I wondered if maybe Tamara’s grandmother was involved, but had figured that if she was, we’d get that reveal in the finale, and we got nothin’.

I think there has to be someone in our world who is feeding GOAT information, and also providing them with resources (money and equipment). I’ve just always wondered if this person is in SB or outside it. I can see the argument for both. The only candidate for inside SB is Dr. Whale given his dislike of magic in favor of science. But why would he work with those who want to kill everyone (even if that is not their true mission)? Outside of SB it has to be someone who is aware of all the stories living in SB and have details of the Curse.

Now, of course, if BF had kept her memories, and was nefarious, she’d be an option, but, well, yeah.
Regina had her memories, but she was quite obviously not GOAT’s boss.
Rumple had only just got his memories back when Emma showed up, so he can’t have been running THO for the duration of the curse.
So I think it has to be someone from outside SB, but still in our world.
