    It goes back to Regina saying  she brought who she wanted.  The writers lives are simpler to assume it is magic so does not have to be completely logical, so anyone could be in any land it suits the story at the time.

    I think until we know otherwise, it sounds like the default is the curse  taking everyone in the enchanted forest except those in the bubble.  There could be another bubble, so more characters excluded.  It could also take other people from other realms if Regina opted them in (Whale, Jefferson).  OUAT wonderland might shed more light on whether other realms were taken in general and if so, then characters not taken would be an exception rather than other way around like it seems now.

    So I don’t know we can conclude Whale is a spy–he might be but it seemed like Regina brought him on purpose.

    Well, I think the idea of Whale being a spy for THO is pretty solid and I’d like to see it explored. But he is in SB because Regina brought him here. She brought who she wanted, even if they were from other realms. She brought people she wanted to punish for wronging her; this included Whale and Jefferson, two people who were in other realms at the time the curse hit. We can’t use Whale as an example of how the curse affected other lands because he is here for a specific reason: he pissed off Regina.

    Yeah I’ve always though of it as the default setting was everyone from FTL, but Regina could include extras if she wanted.  She probably included Jefferson because they’d known each other and worked together at one point, and maybe she even felt a bit guilty for having left him in WL.  She brought Viktor perhaps with the hope that one day he’d find a way to bring Daniel back.  (Either that or she’d sussed out the roles they’d played in her manipulation towards evil and just wanted to punish them.)

    Dunno that I think Viktor could be a spy for THO, but I really do hope he gets involved in the “science vs magic” thing if THO sends more people to SB in S3.

    I think she brought Sebastian to torture him even more. I mean his daughter didn’t remember him and he had everything to give her a wonderful life.

    If I think too hard about everything my brain will hurt. I do hope we find out more about the curses inception. I think Rumple did a lot of the framework and Regina filled in the blanks. It makes sense to a degree.

    Maybe the curse brought people who once where in the EF

    every single character that had been in another land, WL, Whale’s Land, that was in the enchanted forest was brought over. Whale was in EF, as well as Jefferson. Also we haven’t seen another land besides EF post-curse so we can’t say how it has effected them. but it also may be people that knew Regina, or Gold. It could have been Gold. Or the BF, cause everything leads back to her.

    but when in doubt, blame the one thing we can in this show. magic.

    Regina said she brought who she “wanted”. However I think the idea that any character who had spent time in the EF was brought over regardless of what land they were in has merit to it. Regina sent Hook to kill Cora because she didn’t want Cora following her to Storybrooke. However at this time, Cora was in Wonderland. Unless the curse did affect other lands besides EF, then there would be no reason for Regina to worry about Cora following her. However if the EF left a “trace” on characters who lived there or had visited there, then the curse would only grab the people that had the trace on them. Whale was taken because he’d visited EF whereas his brother hadn’t so wasn’t taken.

    For Doctor Who fans, it would be a bit like the “void stuff” in Doomsday.
