According to David, the name Sarah Fisher–the name the Snow Queen is using– does not appear in the censuses for either curse, meaning she came into SB another way.
How do you think she managed that? How long has she been in town? And why is she following Emma?

Right now, my best guest is that she can materialize into a blizzard and then fall into another land and rebuild herself from the snowflakes.
The big problems with this theory is that she would’ve had to use this ability to travel to a land without magic, but that would be impossible if she was traveling by magical means.
It’s not likely that Rumple would’ve helped the Snow Queen travel to a land without magic since he himself could not do so without the dark curse. If she was a victim of the DC, I suppose its possible that her magic neutralized some of the effects of the Dark Curse, allowing her to keep her memories and travel outside of storybrooke. However, Rumple would’ve had to be involved somehow. Snow Queen would’ve only known about Emma because of Rumple – I think we can read that much into their encounter at the end of 4×03. Since Rumple lived without his memories for those 28 years, Snow Queen’s business with Emma had to have been settled before the dark Curse struck the Enchanted Forest.

I can get on board with this, but there’s still more to their connection. Snow Queen would’ve had to have known Emma before S3B.

Because Rumple spent 300 years trying to get the DC cast to get here and if it was always possible to move between worlds with this chick then….*head scratches*
Right now I’m hoping that the SQ got sent here before the DC was cast the first time and that she followed Emma like Slurpeez suggested

I guess laywork could have been done in the EF after everyone returned in New York Serenade, but that’s a lot of work for two people.

I don’t think that was just a random conversation that led to nowhere. I think those words might hold the secret as to how the Snow Queen came to Storybrooke.
But I agree that she may have somehow come during the second curse. It would seem fitting that Snow’s curse brought the Snow Queen.
The enchantment that Gold put on that vile of dirt might be the key to either getting rid of the Snow Queen, or helping Elsa return home.

I’m pretty sure the census record books were created by the Curse’s magic.
I agree that she may have somehow come during the second curse.
She’s been in our world a lot longer than a year, I can guarantee you that. She might’ve arrived in Storybrooke amid the chaos of the second Curse and the fight against Zelena, but she didn’t come BECAUSE of it (as is proven by the census records).
