Peter Pan is coming back to Once Upon a Time, but he might not be the exact same character you remember from Season 3.
After Entertainment Weekly broke the news that Robbie Kay would be reprising his role in the series’ upcoming 100th episode, the Heroes Reborn star hopped on the phone with me and opened up about coming back to Once Upon a Time. (Full interview about Kay’s role on Heroes Reborn coming tomorrow.)

There might be more of a vulnerability and more of a sense the world has affected him as a result of what happened in Season 3, so we’ll see.”
Interesting…

A nice Peter Pan…. ooohh I wonder if we’ll get some papa/son bonding from he and Rumpz. Ohhh this is interesting.

I have this theory that Pan had to open his heart to darkness long before Rumpel was born, and that it was undone by his death (kind of like his son now having a white heart). I kind of want to see him with glasses, just because Robin Williams wore glasses in Hook. Also, I really want Felix to come back, too.
Actually, this kind of fits well with at theory I found on Tumblr:

Maybe it is like EASTERN / ASIAN philosophy the villains get re-incarnated to a lower form to make up for their bad deeds…. then get returned to life to try again…...

And the good guys stay dead and forgotten, not reborn unto a higher life form.
Great.

If we are going with that approach, the good guys have a much better shot at exiting the entire cycle of rebirths (and suffering) than the bad guys, and thereby not being reborn woils actually be a desirable outcome. I think they’ll go with the “one of the heavenly realms” tropes.
On the other hand, considering that, at least in Buddhism, time runs differently (slower) in the hell realms, Pan and Co would have had eons to reflect on how their accumulated karma bore fruit.
I’m personally not eager to see a Greek mythology / Asian religions mashup. I don’t think OUAT can pull that off without making it a outrageously ridiculous.

Oh, it would be a travesty.
But so far it sounds like Victoria (Cruella) is the only one coming back for multiple episodes and if we’re spending the whole season in the Underworld, that could be because of her dog-controlling powers. So if Cora and Pan are in fact regretting their decisions, it’s likely to be more akin to Achilles in the Odyssey (lamenting choices, sad-face, boo hoo, and a rather ambiguous feeling about everything) than any sort of actual redemption and resurrection. Dead is Dead. A and E insist that is a law of magic that can’t be broken and no matter how hand wavey and Magical McGuffin-y, they’ve maintained that they are sticking with that. Hence, Hook is probably not really dead, he was just taken.
