I interpret it differently. Emma IS true love. She could kiss everybody in the town–one by one–and it would bring back their memories because she is True Love in the flesh. However, only by kissing her true love–Henry–could she break the curse all at once.

Regina also seems to have a kiss of death so does Rumple in the “anyone who kisses him that isn’t Belle dies” way. Interesting that they did have Emma bring up the kiss of death point. Foreshadowing perhaps?

I interpreted it this way as well. Although I do believe Emma had strong feels for him and vice versa, I think it was way too soon to be love or even true love.
