    He was confused about it in the Cinderella ep:

    That always struck me as odd too- Surely at least Henry himself has noticed that he ages but none of the other kids do!

    Henry must have realized he was the only one aging until Emma came. In the pilot, Henry said that the people of SB were stuck in a town where time stood sill and no one knows who he or she is. The tower clock was stuck at 8:15 PM until Emma decided to stay and the clock hands started moving again. That is why when he first received the story book form Mary Margaret, he was smart enough to figure out that the people of SB around him were cursed. No one else realized time was standing still. Now that Emma has arrived, things around town are changing.
