I think the picture must be from 3×1 rather than from 3×3. My main reason for saying so is that we know the clip of Rumple from 3×1 is after he has set foot on dry land and is having a conversation with Felix.So, the likeliest scenario in my mind is that just as the ship sails into NL, it is suddenly surrounded by villainous mermaids (like in Pirates of the Caribbean 4: On Stranger Tides). They may have a vendetta against Regina if Regina ever “helped” a certain mermaid in the past. Hook looks to be cautioning everyone about the curse of the mermaids, who like the drown humans. Everyone else freaks out. Emma and/or Charming fall overboard. Snow and Regina pull them out as Hook yells heave-how.

I can’t tell if Hook’s expression is more “Stop what you’re doing, you’re going to kill us all!” or “Hurry up, pull faster!” in that photo.

Keeper of FelixI think it’s the first. If that photo is from episode 1-3, I don’t think JR6 is going to find Henry that quickly.
I reckon they’ll be off the ship and on land by 302 and may not be back on the ship until they head home. So this pic is in 301, right after they arrive. One of them probably goes overboard when the ship comes out of the portal, and the mermaids swoop in to see what’s up all, “Ooooo, fresh meat in town, how fun.”
I know we thought maybe Charming, but I’m changing my vote to Emma. In many ways this is all still so new to her: almost getting eaten by mermaids is another eye opening experience. And I agree, Charming dove in after her.

What if Rumpel pushes Charming over to create a distraction to keep the others from following ? We know he has magic, but so does Regina. He could hav also just popped out before.
The rough storm like portal would be enough to knock someone overboard, and it did not look like Emma had chosen a good spot (under the sail? those move!).
