I could see Cora doing it but I think her motive would be to get him out of town and letting him have a chance at what he wants. And breaking a deal with Rumple isnt exactly a good idea. Also I doubt that if that is Neal/bae that Emma is chasing it is the real one because if it wasn’t the person would have no reason to run from Rumple or Emma. Also I like to point out that the person is running after hearing Emma’s voice not seeing Or hearing gold at all,

Oh man. This really got my mind racing for a minute! Like, oh my word, what if Cora is shapeshifting??? but then I remembered we saw set pics of Nealfire in Storybrooke so my heart started to calm. *Sigh*. PLEASE GET HERE QUICK, SUNDAY! This isn’t good for meeee!

Considering that fact that we know they reveal whats in the box I would imagine that it is the real Neal…only he and August know what Neal saw.
And as for recognizing her voice…possible…but since they made a big deal out of Emma knowing how to find someone who is hiding in that scene and later Gold tells Henry his son is adept at running it’s quite possible that Neal simple recognized the tactic of saying she had a delivery as a way to get him to open the door and catch him.
I’m not sure how those intercoms work in apartments like that, but is it at all possible that he had been listening to their conversation beforehand? I don’t know what would make him start listening to it, but.. just a thought. There was a crackle on the speaker like he was listening, at some point, anyway. I guess it’s far more likely that he recognized Emma’s voice.
