Hook knows all about the fail-safe, since Regina told him about it. It could be he who informs GOAT. Or the Home Office might know about the fail-safe. Even if GOAT struggle to figure out how to activate it at first, I believe GOAT, not Regina, will discover how to activate the self-destruct button.

What else is in NL, besides PP, the mermaids, lost boys and Hook ❓

Remember Regina said that Henry and her had to leave before she activatated the switch so who would anyone else do this if they don’t have a bean ❓

Then we’re back to your original question: why would Tamara want to kidnap Henry and go to NL? I think the question will be answered when we get more information on Tamara, but I do believe it has to be something in her past.

If Tamara does want Henry to be the next Pan, then she has to know about NL and Pan already..which might lend credence to the idea that the Home Office was formed by the Darling family.
Lost Boys…Lost Boys…I don't know. They might be the followers of the shadow and want to protect it from who ever captures it. Thus the Lost boys are actually enemies of Nealfire.

AWESOME theory with Dorthy. That really had my gears turning. I wish I could figure out how the timeline possibly works though…If the Grimm brothers or who have you were part of this group…how again, do they know the fairy tale stories that do not even take place for a good hundred years? That is the big question that we need more info on to figure out some theories.
