Yes, I had also guessed that this character is a younger Ursula or a younger family member that was harmed in some way.

Agree about the name Miranda possibly being a Tempest related reference. That isn’t to say it’ll be about The Tempest storyline nor that the character’s name will even be Miranda. But, given the name association I really think that’s a clue about it being ocean/island related. And how convenient that one of the main villains this season has a history in Disney film of stealing a singing voice. Yes, Ariel lost her ability to speak on OUAT, but she didn’t sing AND that wasn’t even the real Ursula. Perhaps this will be a lot closer to the traditional story….
