I’m one of only five people alive who has never seen Wicked, so am not overly familiar with the soundtrack, but I know there are a few songs in there that have become kind of iconic. Could any one of those big songs be considered a “theme song” for a character? The “and not just in recent Disney history,” could mean, “the character has also been immortalised in Wicked.”
The only pic where you can see her full costume, it might be nothing, or might be something, but that brooch she’s wearing seems to have a huge green stone or something in it.

That’s true too. “Defying Gravity” is incredibly well known and popular now thanks to Wicked.
"He was a lot of things to me" "The only conclusion was love"On the subject of musical theme we should remember that iconic characters like Darth Vader have a theme w/ no lyrics and we all (I would hope we all) know when we hear that brass and percussion its for the Dark Lord. Theme music originates with the Wagnerian leitmotif tradition and the music need not be lyrical for the purposes of introducing us to a character’s personality or the perception that is intended for the audience.

I dunno how much they’d want to borrow directly from Oz The Great and Powerful, (which was a Disney production, so they probably could borrow anything they wanted from it), but this is Evanora, with her emerald amulet, which could potentially be the same thing as what Rebecca’s wearing? Maybe?
Evanora the Wicked Witch of the East is the main antagonist in the 2013 Disney fantasy film Oz the Great and Powerful. A witch to be feared, Evanora is Theodora’s over-protective sister. With her penetrating gaze, she exudes a powerful presence and has positioned herself as the royal adviser and protector of The Emerald City.

I wish I had seen OZ:TG&P when it was out in theaters. But if Mader is wearing any sort of green at all, I’d lean pretty heavily toward The Wicked Witch. And if they’re going to mash her with Glinda, she’s got the hair.

So I googled Mrs. Gulch and while you have to account for the time period – the style of dress could be similar. So if she is going to be the Wicked Witch it would make sense for her SB character to be Mrs. Gulch. And Mrs. Gulch has her own theme song.

I think you’re on to something. The skirt Mader is wearing is really just updated, less prim, version of the one worn on the Wizard of Oz.
As to the theme song: everyone knows the Wicked Witch of the West/Mrs Gulch theme song, you’re right.
