It might explain why there’s been radio silence about SDCC for a weirdly long amount of time.
What makes me suspect that they still also want to do SDCC is that the only cast member confirmed to appear at D23 is Colin. If the D23 panel were meant to replace the yearly SDCC panel, I would think it’d include more than 1 cast member. I’m sure at least Lana would be an easy get, considering how many conventions she attends throughout the year, and she was even at D23 in 2015.

I think they might introduce them at SDCC but not beforehand. Like, remember the Wonderland SDCC panel. They brought Naveen out during the panel and introduced him as Jafar.
