Maybe? But you have to consider that this is a TV show. The photo has to be there for the audience, it’s not really for the Lost Ones. The photo comes at the very last few mins of the episode–the season finale at that. It’s to entice the viewer to come back next season and figure out why PP wants Henry. Given that both PP and GOAT wanted Henry, and that GOAT was working for something called THO, when logically you can make the jump that PP = the Home Office.

Felix has people under him like I sketched out above, one of them is responsible for carrying the picture and they check every boy who comes to NL.

Hook has a photo of Mulan(sp) that he carries around, checking with a 3rd person to see if this is the right kid every time doesn’t make sense and that comment that Felix made that PP will find him or something to that effect doesn’t make sense that PP is the leader. The “office” had to be someone or something that can easily be contacted, PP seems to work at night time who works during the day shift then ❓

Milah* was Hook’s girlfriend. And that’s totally different. That was for sentimental reasons, she had just died. It’s natural that he’d be carrying around a picture of the woman he loved. Showing us looking at that picture is to remind the audience of Milah and why Hook hates Rumple but might be inclined to be OK with Bae.

I guess I’m having hard a time understanding what you’re getting at. The way I think this works is this:

–Peter Pan has the gift of sight. He sees the future. He had a vision that he needs Henry for something (we don’t know what, though we can speculate). Peter, like many high power commanders, doesn’t “do the dirty work” but relies on his followers. Peter has drawn a picture of Henry and has given it to his followers, who are under the leadership of Felix.
–Peter sends his Shadow out (I doubt Peter actually leaves NL himself) to collect children. The Shadow brings the children to Felix where they check to see if the boy is Henry. The Shadow is just a Shadow: it’s malevolent and creepy, but it doesn’t have independent thought: it can’t pick Henry out of a crowd and it the meantime Peter or NL need the boys shadows, so that’s why they continue to bring them to NL.
–Like I said before, the scene of the spare Lost One showing Felix the picture of Henry isn’t for Felix: it’s for the audience. It’s setting up what S3 is about. Yes, Felix has probably seen that picture dozens of times before, but it’s not about that. It’s about the mystery and arc of S3.

As to your day shift/night shift question: the Shadow works at night, it hates the light as we saw in SSTR. I’m assuming Peter is around during the day, or probably all the time but he can’t leave NL (can’t leave or doesn’t want to I’m not sure yet).

I would by someone controlling Peter Pan, but thus far the evidence of the last two episodes (GOAT–who works for the Home Office–taking Henry, PP wanting Henry and the utter creepiness of the Lost Ones and NL) seem to indicate that PP is behind just about everything.
Now as to the Home Office, I believe there are many branches in different worlds, all headed by different people but they all report to Peter.

I agree with RG about Hook’s drawing of Milah. Unless we’re supposed to assume the same artist drew both pictures, because it is a picture not a photo.

That might be important, since photos can be mass produced and duplicated much more easily than a hand drawing perhaps. If that is the Lost Ones only copy of the drawing, it might make sense to have someone dedicated to guarding it so it does not become tattered/lost/ruined. Outside of the show, as RumplesGirl said, the viewer needed to see the picture, but the plot required that Hook not know about Henry (or at least, that the viewer should think so). So Felix didn’t have it with him, and only compared later on.

We don’t know PP only works at night-he may only work in the dark, which is not the same thing (nice dark cave in the big mountain, maybe?). We’re assuming a lot of things right now, but we should be careful with not taking those things as facts when we don’t know. It could turn out still that the HO is separate entirely from PP, but just considered SB small issue compared to using Henry in some way to elimiate PP. Or, yes, it could be that the HO is controlling/using PP. Or that Pan IS the HO. For all we know–GOAT are working for some 4th party, who is using the HO to get to Pan for their own agenda. That’s too convoluted to be an-all-at-once reveal, but if it is something revealed layer by layer, it could work too.

Possibly. And traditionally, didn’t PP and the Lost Boys have underground lairs and such?

Very very possible! Anything is possible! But I do think there is something to be said about keeping things simple enough for the average viewer. While PP being the Home Office is NEW, it’s at least not as complicated as many different operations.

Let’s do a quick update of what we know:

1) We know Felix isn’t PP
2) We know Bae isn’t PP
3) We haven’t met PP yet, PP has to be older then Felix because Felix is an older boy not 16 but 26
4) Hook seems to be scared of him, and Rumble so therefore Rumble must have met him some time or another
5) We assume the shadow is PP. Note: This hasn’t really been confirmed to my knowledge
6) The boy they are looking for is Henry

Did I miss something ❓

I think that’s a good list.
Maybe one thing: We don’t know Felix’s exact age. The ACTOR is 26 but the character could be between 18-26.

We know PP only wants boys, at least from what we can tell.
We know GOAT are working for PP.
We know PP either doesn’t age or can’t die.

Do we really know if Tamara and Owen is working for PP, or is PP working for someone else and Tamara/Owen works for the same person/s that PP does ❓

I think PP is helping someone else personally or you can say working for someone else. Because of that quote on the beach “That isn’t the boy that HE is looking for”

“That isn’t the boy that HE is looking for” is followed by “Peter Pan always gets what he wants.” PP is filling in the HE from the previous statement. The two statements are working together to build tension and then to make the audience want more in S3. The first statements makes you ask, “who is HE??” and then Felix tells you: the HE is PP which makes sense as they are in NL.

I honestly think GOAT are working for PP, or at least they’re working for the HO which PP runs. Whether or not they know they’re working for PP is debatable because I don’t think GOAT actually know much, they are just foot soldiers. And it would be a bit complicated if there was someone in charge of PP who over saw everything. Who would it be? They are in NL, PP is the lead figure of the NL myth.
