See where Im going with this? It seems there may be ways of controlling people by taking body parts from them. This sighting implies the Headless Horseman is real. Sooo what if Cora is the witch who controls him (wasn’t it a witch who controlled him?) and is hiding his head somewhere and using him to kill people.
