I agree that the writers just thought it was a cute ending. It makes no logical sense characterwise or in universe or timeline or plot. It is just a random ending that allows for a big ball scene. Seriously, what if Regina did not want this responsibility? Nothing about having it be a surprise made it better at all. How in the world did they even get to all the realms to ask people? It really is a compete mess of a plot point. It really does create a hundred new plot problems.
You know, if Regina was trapped in her personalized punishment book, it would look like this. Give her all the power she ever wanted, and more — so that she can’t take pity on herself in pretending to be a victim for not getting a happy ending to her murder spree — and keep calling her “The Good Queen” (instead of just “The Queen”) to remind her that nobody will ever forget her as “The Evil Queen”. And a magical red feather, like an author’s quill dipped in blood, to remind her of the illusion and of lost opportunities.

All that being said, it was really beautiful and I think Regina’s character goes down as the most successful in OUAT
Completely agree. A fitting end for her.
