I think it is true that she is her own person (not a FTL character) but she could be tied to Robin and Marian. It is playing with words, but I think it is the best explanation for why the RH story was inserted so close to the end of the season.

We also meet a thief called Robin Hood [Tom Ellis], and he’s a pretty fun character. He appears in fairytale land and throughout the rest of the season, too

Thing is though, Rumple appeared to be done with Robin after the events of Lacey. Belle convinced him to let them go, and he did, so while it may be in the back of his mind that he wants that wand back some day, as long as they're exploring Rumbelle in FTL, I can't see Rumple actually initiating more of that storyline by going after Robin again.
So if Robin's gonna be involved in the final eps, it will have to elaborate more on his own story. And given that Robin Hood is so iconic, I'm sure they've come up with a specific story for him. Given that they made the departure from the traditional Robin Hood story and showed Marian as being pregnant, they must be planning on elaborating more on that. If they just needed some pregnant chick so that Rumple would have an attack of the guilts and not leave the unborn child fatherless, they could have made the pregnant chick anyone. But they chose to put Maid Marian specifically in that position. There must be a reason.
Meanwhile, we have Tamara, a new character that they're going to elaborate on more in the final few episodes. If they're gonna show her history and motivations, and Robin's history too, then it would make sense if they're intertwined, otherwise they'd have double the amount of separate stories to tell in not many episodes.
Also, if Tamara's deal is that she's trying to find her long lost father, Robin Hood, and that's why she's been collecting magic, so she can find a way back to FTL where she believes her father still is, that potentially explains how she met up with Greg, who has been searching for his own father in some mystery, magical town.
That's what keeps me from ruling out Tamara being the child of Robin and Marian, even if I'm not 100% convinced of it just yet. I can just see lots of potential for them to tie things together really nicely in the space of just a few episodes if it's the case.

Yeah. That’s basically where I am at with this whole thing too.
It makes no sense to introduce yet another new character at this stage unless it is to further the plot in some way. Eddie and Adam have said that all the disparate threads of season two will be drawn together. Well what are those threads?
1. Mulan, Aurora, Phillip and the wraith
2. The beans and the possible travel back to the Enchanted Forest
3. Hook, Pan and Neverland
4. GOAT's Grand Plan of Evil
5. Rumplestiltskin's undoing by Henry – whatever that may beI have no idea how 1 and 2 are linked but think that they are, because we have those photos of Mulan on set in Storybrooke. Similarly, photos related to 3 seem to suggest the extended Charming family are off to Neverland, possibly due to the effects of 4. How 5 is resolved is still up in the air.
The only way that Robin Hood and the obviously pregnant Maid Marian fit in is something to do with 4, and most likely Tamara. I have no idea how. I think that Marian was so obviously up the duff was key – maybe it was just key to make Rumple not shoot Hood. But maybe it was more than that – I think it is to do with Tamara, somehow. Still not sold on the Fairy Godmother link concept – seems like it's stretching things to be convenient or latching on to red herrings.
