I thought at first that Belle’s storyline must be way in the past also because of the Ogre Wars, but after seeing the preview we see Belle speaking to the Evil Queen and she seems to already be the Queen at the time though we don’t know if it is after she killed Snow’s father or before, but regardless that means that it has to be i would say in the last five years before curse.

I guess the assumption is that Regina became Queen when Snow was still a child.

If Regina became Queen when Snow was a child then it could still only be between 10 and 15 years before curse and Regina still looks the same so i would imagine sooner rather then later. She seems to be wearing the same outfit she was wearing in True North. But even if Snow was still a child during the time of Belle and the Beast this could at the longest be 15 years before curse and i think since Regina looks the same it is most likely sooner then that.
