I misread the scene, you’re right. So his head is–what–do recon for Regina?
Here’s my guess. Regina has a handheld mirror which she brings with her on her journeys. The actor who plays the magic mirror is there to be the voice/face of the genie in the shot as Regina looks in her handheld mirror.

that’s a pretty good guess. We’ve seen that the Genie can be in any mirror of Regina’s. In “The Thing You Love Most” he is even seen following her along a hall of mirrors, from one to the next.
"He was a lot of things to me" "The only conclusion was love"I think she’s got some way to set up mobile mirrors, so to speak, out in the forest, so she can spy. There was the scene where she was watching Snow and the Dwarves wandering through the forest. And she also sees Charming running around too, right before she poofs him into the Infinite Forest. Rumple has his mirror covered so she can’t see, so I think it could be a two way system, where there’s gotta be a mirror on each end of the connection. I could see Regina setting up a viewing station of sorts within view of Snow’s coffin, for those days when she needs a little pick me up.
