If there was supposed to be NO magic in Storybrooke after the curse created the town, then Regina should not have been able to speak to Graham’s heart and summon him to arrest Kurt. Am I right? Because Gold doesn’t bring magic to Storybrooke until after the curse is broken 28 years later.

This has been brought up a lot in other places lately, so I’ll tell what I think.

New magic cannot be created, this is true. But the effects of magic are still in SB. If all magic had been wiped out, the Curse itself wouldn’t have worked. It’s the same way the shawl can work in NY or Hook’s poison hook can work. It’s not creating new magic but it’s the effects of magic. Because Regina had pulled the Huntsman heart in FTL, she could manipulate preexisting magic in SB. Gold brings the ability to create new magic, which is different than using things that were already magical. It’s also why Regina could use the trinkets in the hat to grab the apple.
