Pan says that HE MADE the cuff so it won’t work on him. Rumple said it was leftover by GOAT which means it’s the same one that Hook tricked Regina into wearing. Regina took the cuff bait because it belonged to her mother. Knowing it was Cora’s means that she recognized it, though she didn’t know it was a magic suppressor apparently or she wouldn’t have put it on. CORA knew what it was because that’s what she & Hook were supposed to use to climb the beanstalk, which later became Hook and Emma after he stole them from her.
So how did Cora get the cuffs? When did she get it? WHY did she get it???

I don’t think Cora got it from Pan. I think Hook gave it to GOAT, who sent it to Pan, who sent it back with a new enchantment to block magic and prevent it being taken off, and he told them it had been adapted with sciencey stuff.
Hook: Right, so… I failed to mention that the giant enchanted the beanstalk to repel intruders.
Emma: Alright, so how do we get up there?
Hook: I’ve got a counter spell from Cora. If you’d be so kind.
Regina: You knew I’d want it.
Hook: True. They rigged it with something that blocks your magic. It’s impressive.
Regina: So itty bitty Owen does grown up magic of his own now.
Greg: It’s not magic, actually this is something better. Science.
Regina: *tries to take it off*
Greg: You can stop doing that, it’s not gonna work. You might be able to get rid of the leather, but inside are the toughest metals and machinery known to man, and right now they’re counteracting every magic bone in your body.
That would make a LOT more sense! Thanks! Thought I was going crazy trying to track the cuffs, but that would explain why Regina thought it would be safe to wear and how Pan conveniently had a loophole!
So that means Cora had them at some point that Regina would recognize them, she put a spell on them for the beanstalk, and after the beanstalk is when they were messed with by GOAT sending them to Pan. Hook at least has that impression I guess since he said “they rigged it” and obviously they wouldn’t know there was magic in it since Pan was manipulating them and told them whatever they needed to hear.
I thought I might be over-thinking something but Pan’s been playing such a long game it made me wonder!

I’m still confused how they sent stuff to and from Neverland… I can believe they sent it to John and Michael but they still needed to send it to Pan. Is there some kind of Interrealm Postal System?
