Confirmation that Regina will find “love again” straight from a very reliable source:
I still think Regina and Captain Hook would make a dynamic and entertaining couple. Both have made significant strides in realizing that revenge is not fulfilling (Regina with Snow and Hook with Rumple). Both Hook and Regina made redemptive choices in 2×22. Both have lost their loves, and yet those who have truly loved before are more likely to love again.
Christine Boylan, the writer who co-authored the episode “The Evil Queen” with Jane Espenson, seems to agree with my pairing of Hook and Regina:

“Out there” makes it seem like it’ll be a character we haven’t met yet. IMO Regina’s LI shouldn’t be someone she’s cursed or hurt in some way she needs a clean slate with him.
Hmmm. I guess I take a different view. It sounds like “out there” means virtually anyone can be Regina’s love interest: someone we’ve met or someone we haven’t.

Michael Shanks is another actor I could see, playing a fallen hero type too.
