Oh 🙁 I don’t like that answer. If the twister that brought Dorothy was foretold in the book, then Glinda would have been like “Oh, the twister, right on time!” instead of looking confused and surprised.
The best answer is MLOT (Magic and Plot). I bet we shall never get an answer to it. Ever.

I agree there was something about it that made it seem like it came at the RIGHT moment.
What if…it’s Emma and Hook, somehow? Is that a thing we can speculate
I took it to be Zelena testing the other witches’ sincerity.

So you think Zelena summoned the twister? See. I’m not sure about that either because I think the thing or rather two things that shocked her were that 1) this was how she arrived in Oz and 2) why would Zelena purposely sabotage her chance for a second chance?

Agreed. She seemed really open to the idea that she was the Innocent Witch of the West. I don’t think she’d test that with a faux-Twister.
I think Zelena wanted to believe, but she’d been burned so many times — Cora, her adoptive father, Rumpel, the Wizard — that at her most optimistic she’d be a “trust, but verify” person.

I’ve mentioned this in the chatroom, but I think Zelena is the twister. After Rumple kills her, she becomes the green magic mist and swirls into a portal that transports things through both time and different realms…and I think she just keeps spinning, perhaps with no individual consciousness. She may well be drawn to those past events that shaped her, thereby shaping her own destiny, but not in the way she wanted. Both ironic and fits with the eternal loop type of time travel concept.
Hmm, that’s interesting.
