Victoria seems to kno Hook. It’s possible she could have had something to do with locking his daughter in a tower. It’d give him a more personal reason to want to defeat her

They were born a decade apart though, so ya never know.
Half baked crack theory: Gothel was gonna lock up Anastasia. Ella came up with some impulsive plan to protect her, that ended up backfiring and killed her instead. Then Gothel moved on to her next choice for a prisoner, who was Rapunzel. So Victoria’s connection to the story is that she’s always held a grudge against Gothel for trying to go after Anastasia and thus contributing to the situation that caused her death, which is why she now has Gothel chained up in her own tower.

Victoria Belfry‘s surname seems to be a clear indicator that she is connected with a bell tower. Also, her hair is short brown but with yellow tips, and she said she doesn’t wield magic. Yet, she is obsessed with magic and its ability to bring back the dead. All of those things just scream Rapunzel in Tangled who had magical long blonde hair that could restore life and beauty until it was cut short and turned brown. Victoria Belfry was probably once an young woman who loved someone like Flynn and managed to save his life with her last magical tear after her hair had been cut short, turning brown and losing her magic in the process. Now she is a grieving, embittered mother who wishes she could wield life-saving magic like she perhaps once did. She wants to use magic, however dark, to restore the life of Anastasia, whose name means resurrection.
I’m going to post a theory of a spoiler I saw.
The BTS picture of Emma Booth and Colin is interesting. I wonder if perhaps there is going to be some “twist” in typical Once fashion where the villain is actually a misunderstood anti-hero and the heroine is actually a villain (e.g. Peter Pan and Captain Hook). Mother Gothel could actually be Wish Hook’s daughter who was imprisoned by Victoria (aka Rapunzel).

Victoria is Rapunzel. She was captured by Gothel as a baby because of her hair, like in Tangled. WishRealm!Hook is going to serve as her Flynn Ryder (because the writers are aware that some sets of fans like to liken Hook to Flynn) who rescued her but the twist in the fairy tale is that WishRealm!Hook was a drunk and left her after rescuing her (and leaving her pregnant). The other twist is that Gothel did not die but Rapunzel/Tremaine kept her captive.
Years later Tremaine married Ella’s father because he was rich. Gothel somehow got free from Tremaine and took Rapunzel’s baby, Anastasia, and kept her in a tower like she had kept Rapunzel. WishRealm!Hook learned that Ana was his daughter, somehow, and went to visit/rescue her. At the same time Ella was trying to mount her own rescue on Ana but everything went awry through a combination of bad luck, Hook, and Ella. Hook believes Ana is missing but she’s really “dead” inside the coffin.
Also, just to add more crazy to this, when Ana wakes up she’ll magically be older than 14. and then she and Alice will begin the LGBT romance story

Also, Gothel only took rapunzel because of the healing powers of her hair to keep her essentially immortal. Why would she want Anastasia? Unless they are gonna make her tragic villain who steals kids because she lost her own

In Tangled, yes. But in the original fairytale the magic hair wasn’t a thing. The witch just took the baby to punish her parents, because she’d busted the father stealing the plant rapunzel from her garden when his pregnant wife was craving it. The witch let him live on the condition that she’d get the baby when it was born.
The bad wig looks like there’s a whole bunch of different types of hair braided into it, so I’m thinking that this Witch just has a hair fetish and keeps a lock of it like a trophy from each kid she’s held captive over the course of her life.

I originally thought that the appearance of Anastasia negated my theory that the other sister would be Rapunzel and Wish Realm Hook’s daughter, but I think it could still work. Anastasia’s face is covered for a reason. She will obviously be someone we know at some point in the past, just like they did to Cora as the Queen of Hearts. So she could still be Rapunzel and also Wish Realm Hook’s daughter. Victoria has Mother Gothel locked in the tower to try and bring her back because whatever lead to her death all goes back to Mother Gothel taking her in the first place. How Victoria, Mother Gothel, and Lucy (and possibly Rumple and Alice) are all awake in this new curse is still a question though. Especially, because I don’t think any of them cast the curse.

I think it’s odd they introduced Anastasia right after they announced WishRealm!Hook has a missing daughter and in the same episode they dropped some pretty big Tangled hints. My money is on Anastasia.
