Well, remember, in the Wizard of Oz, Dorothy finds the Tin Man stationary on the side of the road. She oils the Tin Man up to get him moving again.
Random theory. The Tin Man is Zelena’s adoptive father. He happened to be a woodcutter, just like the Tin Man is depicted to be in Oz lore. Perhaps Zelena transformed him into the Tin Man as payback for mistreating her, and he’s remained rusting on the side of the yellow brick road ever since. You could also argue he was a “heartless father” to her.
Dorothy’s been and gone. That tin man ain’t moving any time soon.
