If magic isn’t there then the dagger won’t control Rumple. So I think magic has to come with the new curse
She can create the curse to have magic for herself so she can control Rumple. Or she and Rumple came over latter after the curse happened too why give Regina a fighting chance with out magic Regina couldn’t make it that is why the Witch created the curse to take Regina’s power away from her.

Well I’m not really sure that can be done? Otherwise why didn’t Regina do that the first time around?

Also, if you notice in the photo’s Tink doesn’t have her wand to me that means no magic.

Maybe the WWW takes a special interest in Snow and Charming second child, who will be even more powerful than Emma. Look at what A&E had to say when the question was posed to them in the LR11:
Would a second child of Snow (Ginnifer Goodwin) and Charming (Josh Dallas) have powers?
Kitsis: Can’t say.The last time somebody took an interest in Snow’s and Charming’s offspring, Rumple used their hairs to bottle true love and made Emma the savior of the first curse. Maybe WWW is doing something similar with this new baby and Aurora/Philip’s new baby.

Maybe. We do know the Witch is in SB in 3×13, but disguised as normal looking. So she can’t have come over much later if that’s the case.

Tink can do magic both with and without wand.
She needed pixie dust (and belief) to fly but only need her belief in herself to light the fire to burn the coconut. Neither of these required a wand.
She needed the wand in the EF when she wanted to do something to someone else, like making Regina fly.
The rules of magic aren’t clear enough for us to say no wand on Tink = no magic.

And then remember that Gold and Regina used all the diamonds in the mine to block the well, but then 5 episodes later the BF had her wand and was using it (poorly) to try and get past the spell around Gold’s shop.
Regina never gave anyone’s wand back. We don’t know how Blue got her wand.

Regina told Blue to give Tink her wings back. In Broken Blue referred to fairy dust and wands as TWO different catalysts for her magic. Also remember Blue made the black fairy’s wand appear out of thin air no dust or separate wand for that either.
