So, I’d say they are going for Hades because Lucifer has too many Christian ties, whereas Hades is Greek myth and thus more “friendly” on this show which has already stuck their toe in the Greek pond.
James Woods has done tv before. Family guy got him for at least four different episodes over separate season. Also, Hades might only be one episode. Also Robert Carlyle and Barbara Hearshey are big names but the show got them.

For Barbara, that’s back in S1 when the show was one of the highest rated new dramas on TV. And for Bobby, that was back when Rumple was written insanely compellingly.
Also, they wouldn’t be casting if they got James Woods. They’d just approach him, a la Bex and Elizabeth Mitchell.

I wouldn’t exactly describe Hades as dapper or distinguished. I am betting he won’t even be evil, which would be in line with Greek mythology where he is a bit more savory than Zeus and Poseidon in my opinion. Just a guy stuck in a crappy job. Plus they already have his sob story built in for their classic OUAT twist (“ohhh boohoo my brother tricked me into this! I should be king-god not death-god! Somebody hold me! Where’s my stolen wife!”

LOL you just made my day. But that’s my sense of Hades as well — the conflation of the god of the underworld and the Devil happened a lot later. (And I bet RG could speak more competently to this question than I would). Point is, the poor fellow’s got a bad rep. Outside of the whole pomegranate seeds thing, he’s not even all that devious.
On that note, here’s what a quick google search turned up on the Hades vs Satan topic, from this source:
“They’re both rulers of the Underworld, but that’s where similarities end. The Christian Satan is the most evil of creatures who delights in torment and pain, while Hades was long known as defender of the rights of the dead, as well as the overseer of both Tartaros and the beautiful fields of Elysium. October 22, 2015 at 11:13 pm #310674RumplesGirlKeymasterYes, Hades isn’t evil, necessarily. I mean he’s a god of the underworld but SOMEONE has to do it! And as far as Persephone goes…um….let’s talk about Zeus and the stuff HE did. But Christian influence is what it is and the idea of a god of death being evil became the norm. With Satan there is typically a “fall” from Grace; Lucifer tried to upset the balance of heaven and paid by being expelled. And even that only comes about after a lot of rereadings of the old texts and a lot of cultural interaction. Ha’Satan just meant “The Adversary” and was part of God’s council, mainly designed to argue other cases and points. The idea of him being the Morningstar and falling from heaven and all that jazz…later developments. (thank you Zoroastrianism)
Hades simply got a job that someone had to have. Also, I said this in another thread but the Underworld isn’t really brimstone and fire filled like we imagine Hell (our images of Hell are so terrible in order to make heaven and Christ that much more palatable). I mean this is how Homer described Elysium
to the Elysian plain…where life is easiest for men. No snow is there, nor heavy storm, nor ever rain, but ever does Ocean send up blasts of the shrill-blowing West Wind that they may give cooling to men
Tartarus is a bit more Hellish, something Christians picked up and ran with. Judgment and punishment that fits the crime (Tantalus, Sisyphus)
Hades itself is divided into fields–the Field of Punishment (and Hades often set punishment for those individuals) and the Field of Aspohdel (people who did not commit crimes but who lived an ordinary life).
There is even an Isle of the Blessed where people can be reborn (hint: how S5B end)
It’s worth noting that Hades is often hated by other gods but it’s largely because he represents death, something that is anathema to the gods. For immortals, death is such a strange concept that they bear no love for the god of it. But Hades is not a devil. Humans, of course, do not love him the same way no one in the modern age loves death.

Can still remember how he owned Megara’s soul in the Disney-movie. Even though the devil and his grandma aren’t uncommon characters to appear in fairytales but like RumplesGirl said not “family-friendly” for an US-audience, I guess.Even though they already had an reference to the Devil-with-the-three-golden-hair…. I don’t know. I’m German^^
I just hope they gonna at least include the GodfatherDeath/GrimReaper as Thanatos in some way. But that’s off-topic.I’m kinda excited. Hades is a villain I actually wanted to see on the show since we speculated about the wrat.

Now the one thing in the casting call that does lean more towards Hades is that he’s a “God-like figure.” However, that in itself could mean that perhaps it’s not Hades, because Hades is a full on God, rather than God-like. Facilier does have his own magic via his “friends from the other side”, AKA spirits from the after life. Now chances are, this will still end up being Hades, but I felt I should at least present Facilier as another possibility. I still think we could be getting both Hades and Facilier anyway, due to Facilier’s ties to the afterlife.
