After Walsh was turned into a monkey, Zelena ruled. When Zelena left, my guess is the Good Witch of the North took over Oz.

perhaps Dorothy is the ruler of Oz. It’d be a nice twist. Maybe she came into Oz, killed a few witches, usurped a throne or two, and enslaved a few people. Ya know. Normal teenage stuff…
