I just want a 3-4 episode Neverland mini-series to air sometime during the Summer. There’s just so many unanswered questions regarding the whole Neverland arc that hasn’t been answered yet – a mini series would just be the best way.

Right. And Hook should go back to being evil just to be true to “the real story”.
While we’re at it: Red Riding Hood shouldn’t be a werewolf, the Evil Queen shouldn’t be morally conflicted, the Mad Hatter shouldn’t be a father, Frankstein’s monster shouldn’t be his brother, and Rumpelstiltskin shouldn’t be the Beast or the Crocodile or Cinderella’s fairy godmother.
See the problem here? OUAT’s Peter Pan being evil makes him unique, let’s let him keep that, shall we?
How did the Lost Boys get GOAT to do their dirty work?

They were the ones who staged the phony anti-magic movement and served as the go-betweens to GOAT and the Lost Boys (the Lost Boys contact John and Michael with instructions, then John and Michael relay those instructions to GOAT and any other members their sham of an organization may possess, claiming they come from “the Home Office”.)

I think its implied very heavily. Its the ONLY explanation >> GOAT had clearly never been to NL before, they didn’t know any of the Lost Boys and knew nothing about Pan. Yet they still communicated in apparently a non-magical way with The Home Office. The only people connected to the Home Office in our land would be the Bros. Darling and they knew all about what was going on. So yeah, I think its safe to assume they were the mediators. There are still some issues with THO plot though… What were Greg/Tamara doing before the Henry situation? Why did Pan have Tamara go after the potion thing and kill the dragon? For them to be convinced they were working to destroy magic, they must have had results. Heck, Tamara even said that to Regina (that magic had spilled over and caused havoc before, etc) so I’m still a bit confused about the home office in some aspects

I agree with @TheWatcher that it is very heavily implied but it’s also one of those things that if you aren’t us, then chances are you have no idea that they might be connected. I still think it’s a sloppy answer though. Did John and Michael come up with all this on their own? How much direction did PP give J andM? How often did J and M go back to NL? Why? What did they do while there?

I assumed all of those other orders were simply a way to continue their charade. Pan was just looking for them to find any trace of magic so they could eventually find Storybrooke and locate Henry. However, I wouldn’t be surprised if there were originally more in depth plans for the Home Office, but Greg and Tamara’s hatred within the fandom, along with Sonequa Martin-Green getting promoted to a regular on The Walking Dead, convinced the writers to quickly kill them off.
February 14, 2014 at 2:42 pm #245000kfchimeraParticipantI agree, it was a touch of retcon and nothing was shown on screen, only implied. For all we know, Pan corrupted a sleeper cell organized by some other people who truly were trying to fight magic invasions!
I”ve been speculating elsewhere that Pan was “working diagonally” ala Rumple in season 1 who hijacked (well manipulated and partially created) the feud between Snow and Regina for his own reasons. What if that is the case here? What if Pan took advantage of “the Home Office” that Dorothy created to fight Oz, or well vice versa, not sure who’s playing who just yet. I think the writers had Oz in mind for a long time, as there was a random tweet from Jane a year ago about Dorothy. We know they’ve had flying monkeys in the book. I think it was a “back of their mind” thing but the exact connection is something they probably marked out in the camp they did late last fall/winter to arc out the spring season. So the previous season (2b) may have had hints they’re now rerouting elsewhere as GOAT aren’t going to be part of it obviously.
