Isn’t there a chance that Regina leaves? She herself wasn’t Cursed so she could technically leave.

Oh, there’s always a chance Regina left. At the same time, I’d like to see Tink and/or August play a role in Henry’s adoption. It’s really curious that at the same time we first met August, he rolled into SB when it was still cursed and therefore the barrier spell was up. And yet, because August was from EF originally, he was able to cross the town line, no trouble. Same goes for Emma. She could come and go as she pleased. And Henry, having been born of parents both from the Enchanted Forest. Henry could cross the town line, and he did in the pilot, since he came to Boston to take Emma to SB with him, even though the curse was keeping everybody else from our world out. Maybe anyone from the EF can cross the town line even with the barrier spell in place.

Still not convinced she could before the curse broke, she wouldn’t be touching what seemed to be a forcefield in “Welcome to Storybrooke” if she did.
September 19, 2013 at 7:04 pm #210897PriceofMagicParticipantRegina knew that the barrier wouldn’t take away her’s, Cora’s or Hook’s memories because they weren’t affected by the curse. In Welcome to Storybrooke, everything was new so Regina may not have wanted to risk it but after 18 years, Regina may have decided that leaving Storybrooke was worth it to get Henry.

Gave Henry to Mr Gold, who gave him to Regina. The way Regina has spoken to him about the “procurement” sounds to me like he was the one who delivered the baby to her, and she was unaware of where the baby actually came from, so I don’t think she left town to pick him up.
If Regina had left town to pick him up, she has to have got him from someone involved with THO anyway, IMO. Any real world adoption agency would have had to visit SB to see where the child would have been living before the adoption was approved. There’d have been all sorts of red tape that ensured that the baby was going to a safe home, in a town that actually existed. Pre-adoption visitation to Regina’s home was simply an impossibility, because no one from our world could actually find her home. So I really don’t think that anything to do with Henry’s “adoption” went through any sort of valid, legal channels.
THO controlling it all meant that any red tape could be worked around. It’s possible that even the Mommy Finder website Henry used was a bogus setup by THO, purely for Henry’s benefit, so he could find Emma and bring her to town. If it was a legit, real world, closed adoption, then NO website should have been able to give out that info.
It’s possible that Emma didn’t originally plan to give Henry up, but someone from THO, posing as a welfare worker, talked her into it, and had her hand over the baby to them directly. Then there would be no real world child welfare anything that had official information on Henry having being given up for adoption, because THO were setting it all up from the getgo.
I don’t think August had anything to do with Henry’s adoption. He’d buggered off to Phuket before Emma even knew she was pregnant, and I don’t think he set foot on American soil again until he came back to go to SB 10 years later.
