It would explain the almost random appearance of Rapunzel. Like I said elsewhere, when the casting call for what became Rapunzel went out, most of us thought Dorothy because of the description.

Rapunzel could have found where her mother, Dorothy, was living in Kansas and stayed there, telling Tamara their stories about Oz and the Enchanted Forest and about the evil witches that live there. Tamara grows up to hate magic and the rest is history.

I think the chances of this happening are quite strong! Also, I noticed that in the promo for 3×12, Robin Hood is with Captain Hook and Dr. Whale in what looks to be present-day SB. So chances are that Robin Hood, Neal, and Hook actually all become good friends in the year while they’re all in Enchanted Forest!
