It was confirmed a while back that Victoria wouldn’t be appearing in 512, but would be in 513 and episodes past that. However, Cruella may technically be in 512, as a double was seen filming during 512’s production. It’s probably just the one scene of Cruella driving by in her car.

True. They originally said that Elliot Knight wasn’t supposed to appear as Merlin in 501, but they added a scene for him late in production. Elliot has even clarified that the scene wasn’t in the original script for that episode.

Considering she’s a pretty big name, recently (unlike when she was on OitNB), we haven’t heard anything about her being on-set, and the name seems pretty out-there, I’m taking it with a grain of salt.
Although, I do think she could play a young Maleficent.
