We do know she was filming w/ Black Fairy a lot in episode 19. And that’s BF’s origin episode. So maybe Tiger Lily was there with BF, when she had Rumple as a baby.
They literally gave Black Fairy, Cora’s hair, coat, & scarf! Like at least change something about her, give her some form of an original look. LOL

What on earth is she wearing? When I think Tiger Lily that’s not what I picture (maybe this is a good thing. Disney’s version is horrifyingly stereotypical/racist)
