Yup, I think so. It’s really the only of those three that makes sense in the show and with the rest of the spoilers.

I wonder if perhaps there is going to be some “twist” in typical Once fashion where the villain is actually a misunderstood anti-hero and the heroine is actually a villain (e.g. Peter Pan and Captain Hook). Mother Gothel could actually be Wish Hook’s daughter who was imprisoned by Victoria (aka Rapunzel).

Seems like Zelena’s cursed name in HH is Kelly. I instantly thought of this scene from 511, which means it could be a reference:
