Who is the severe nurse?

Which fairy tales character is the severe nurse of the mental ward in Storybrook? Is she a villain? Maybe she is Cinderella stepmother? Or is she Tinkerbell?
I have yet to watch the last 5 episodes.

I don’t know if she’s a specific fairy tale character but Adam and Eddy have said in a few places that she is a nod to the film/book: One Flew Over the Cuckoo’s Nest, as is the creepy janitor in the basement.

There was also a theory that she us actually Ursula The Sea Witch. Whoever she is, Regina seems to respect her which could possibly indicate she’s either pretty powerful or very frightening….or both.
