KeymasterIf I had to guess, I think her being mentioned twice in Once canon is significant and a possible indicator that we may actually see her at some point
But she mentioned both times for the exact same reason: to flesh out Will as having someone significant in his life pre-Ana and pre-Alice. Both times it was the exact same story: she fell through the ice and drowned, and it serves to show that Will has lost someone and it affected him. Both times it reads like only a story to serve Will, not a larger plot. Also worth pointing out that both times the mention of her is in the past, never the present. If the stories had changed and if they had been in the present, Will recalling her, then I’d say she might appear. Given the writers treatment of Will thus far in the present day, I’d say it’s unlikely that a family connection is going to pop up. An old enemy? Certainly. But family? Not so much

ParticipantThey had a lake by their home that would freeze over during the winter. The two of them would spend hours out there, but then one day Penelope fell through a thin patch of ice and died.
Does Penelope falling through the ice mean anything? Will believed it meant she died. Could she have somehow survived without his knowledge? It would’ve been interesting if Penelope falling through the ice had been linked back to Elsa or Ingrid, but alas, a missed opportunity.
This sounds a bit like how Jack Frost became Jack Frost in Rise of the guardians, only the roles are reversed and the little sister wasn’t saved.

Will’s sister, Penelope’s, death is very similar to the scene I posted above on how Jack Frost became Jack Frost.
There is a greek myth on someone called Penelope (I think) who was the daughter of some goddess. Hades took Penelope to the Underworld for half a year and let her be with her mother for the other half. This became the four seasons. Spring and Summer with her mother. Autumn and Winter when with Hades.
Jack Frost is associated with Winter.
Basically, Penelope is Once’s version of Jack Frost.
Also Once loves its hashtags: #WickedIsComing #FrozenIsComing #WinterIsComing?

Penelope is also a Dryad and mother of the god Pan in Greek mythology.
Hades wife is Persephone
Penelope drowning makes me think of Jack Frost and Ophelia from Hamlet.
Not that any of this means anything but my mind just went there *scurries out.*

Will’s sister is Rumple’s grandma, CONFIRMED. 😛
