First of all, it’s looking like Zelena may have something of a romance with Hades coming up.
Now, in 512, we saw the Five Rivers of Hades, each of them a different color. I think the green one may be the River Styx.
We’ve seen Zelena cheat death twice, due to her immense magical powers. She also moved a tree as a baby.
In the Mythology, Achilles was dipped by his mother into the River Styx (except for his infamous Heel), and that granted him immortality (again, except for on his Heel). I think Zelena may have gained immortality from the waters of the River Styx. Cora could have done this before giving her up, perhaps to ensure her safety in the woods. This would have given her the side-effect of heightened magical powers.
It should be noted that Achilles’ mother also gave him up at a young age, for his protection, after hearing a prophecy, but that led to his death (the ancient Greeks loved their self-fulfilling prophecies, it would seem).
Achilles’ mother was also pursued by, surprise, Zeus. Cora had a bit of a courting with Leopold.
Back to the River Styx being the green one, I compared the green river to Zelena:
The numbers are Lab color values (these numbers generated based on appearance) taken from the green areas of the pictures. The ones at the top are taken from selected areas of the pictures; the ones at the bottom are based on the overall averages of the river’s green and Zelena’s skin. For the latter, I compared the color values (a and b), and averaged their L values (lightness), to factor out any lighting differences. For those who are curious, the river had an L value of 15, and Zelena had an L value of 27.
This could also explain why envy turns her green. Yes, green is a color of envy, but the Styx is the River of Hate, which is not that far off from envy. This could also be another side-effect. Perhaps, people dipped in the other rivers also turn those colors. Who knows how the Lethe works, since it erases memories.

About Zelena being immortal, she did manage to not die when Rumpel shanked her in the jail cell. I know they gave some weird explanation about their being residual magic or something but that’s interesting.
Also, it seemed to me that Cora was not aware that Hades knew about Zelena. If she dipped her in the river styx I would assume to enter or leave the underworld to do it she would have had to meet Hades, perhaps. Idk. Its interesting.

They probably thought “okay she’s the wicked witch, the wicked witch is green, how do we turn her green? I know, let’s make her green with envy”

Oh, they definitely did not think that far in advance. But this would be a great way to explain it.

Not necessarily.
