We really have to wait and see how time works in Storybrooke first. Because yes, the time they spent in Storybrooke while under the curse probably had them walking around in a bit of a haze. But once the curse was broken, I think the weight of everything they went through and everything they had lost due to the curse, came rushing back to them. I think once the curse was broken, they began to feel just how much time they had lost. I think the writers or producers already alluded to that in a recent interview. One of the major themes of season 2 will be these characters trying to deal with the conflicting memories they had of both Storybrooke and Fairytale land, and how it shapes who they are now. So yes, I think the 28 years will have a major impact on all of the characters, including Belle.
