I think Belle’s 411 was sparked by information given to her by Lumiere when she returns to Rumple’s dark castle. If anyone has inside info on Rumple and Pan, it would be his good friend Lumiere. Plus, as a candelabra in the foyer, Lumiere would be in a position to overhear many conversations.
Based on Lumiere’s inside info, Belle devises a plan to find and save Rumple.
