I think there’s a hint in this title card, look at Bae’s location : he’s not directly in front of New York skyline, there’s a river before. It must be the Hudson River, so Bae could be in New Jersey. And do you remember Neal’s wanted poster ?

He’s from New Jersey. I don’t think it’s a coincidence.
