I think that Regina was lying. She never knew about what happened in “Hat Trick.” And I also think that Emma made a working hat in that episode, but Regina doesn’t know that.

This is my reasoning, too. It was part of the curse, but Rumplestiltskin’s request was “in this new land.” So maybe it still applies beyond the curse.
Perhaps we’ll see Rumple/Mr. Gold try to use “please” but it have no effect in season two.
I’m thinking either the Blue Fairy or Rumple.
It could make sense for Rumple because of stories omitted. Such as the fact that the Pinocchio story might have happened after he was imprisoned, and Rumple has had the most to gain from the curse’s being broken.
But I also think the Blue Fairy could have written it because she was called the original magic. She has been around to witness everything, and she may have chosen to omit Pinocchio’s story in order to protect her lies.
Keep in mind that many of the back stories we’ve seen aren’t necessarily in the book:
- Rumple’s history
- Maybe all of Rumple’s story if Henry couldn’t figure out Mr. Gold
- Pinocchio
- Hansel and Gretel’s story was inaccurate (said their father abandoned them)
- Red’s being a wolf was apparently missing if Henry wasn’t afraid of her
