Ok, now I don’t agree with that – the simple fact that Emma and MM found themselves in FTL does NOT definitely state that SB has magic for sure.
Even before the curse was broken Regina could use bits and pieces of magic and she had a vault full of hearts – how would that work without magic? And how would Gold’s ‘pleases’ work without magic? So even though the land had no magic and you couldn’t to tricks as such, if you had enough materials it still worked.
One can ask then – what about portals, they are a pretty big thing, surely they need more magic than that? Well, not really – remember HOW Regina got back her apple? She sacrificed Daniel’s ring and opened a PORTAL with the magic hat so that Jefferson could retrieve the fruit. So one could speculate that it would also be enough to transport Emma and MM, even for the land without magic. So no, Cora couldn’t take this as a definite confirmation.
However, she could find out somehow (Aurora’s memories?) that together with those two was also the Wraith – and now that DOES require some magic: if it didn’t, Rumple would’ve probably summoned it earlier – though he didn’t know about Belle before so I guess we won’t know…
I’m not from US, what exactly is Paley Festival? I’ve seen numerous interview panels with casts from different shows throughout the years but I’ve never actually understood what the Fest itself was?

I admit though, this description of Red Queen fits Cora way better than that of the Queen of Hearts…
