I think it won’t be enough to increase the ratings.
My gut sense is that the fans who aren’t already watching season 7 — and who might care enough about this character to tune in for 7.04 — have already been so angry with the writers for years that no good can come of this episode.
The old characters just aren’t relevant anymore. Henry, Roni, and Jolly Rogers don’t have much continuity with their earlier-season selves, and parts of fandom decided long ago that the show writers only produce inaccurate fanfic regarding the established characters.

Sounds like all three Fates rolled into one.
On that theme, she could be a fusion of Rapunzel (backstory) and Gothel (personality).
She reminds me so much of crazy Belle from season one but with magic and seer’s powers that I think she must be Belle and Rumpel’s child. If Rapunzel’s enchanted GOLDen hair becomes a plot point, I’ll be convinced.

(“My father had a hook just like that, but he’d be a lot older by now.”) Hook introduced himself as “Captain Hook”, and it’s possible he never used that swashbuckling nickname during his brief time as a family man.
Henry is in danger because he has the heart of the truest believer — except that in Seattle he isn’t a true believer. Could the new curse have been done to protect him? (Does the curse require a lethal sacrifice? If Regina sacrificed her own memories of Henry as part of the new curse, would that be enough to power it?)
Rapunzel is the new Rumpelstiltskin. Perhaps that’s another family connection.
