HappyEndings had an idea. We know Emma spent a few years in Tallahassee. What if while there she learned how to track and find people from this guy? And along the way, he became a big brother to her? So now Emma needs his help to find (or free if the jail theory works out) Neal.
I really think this is the guy who taught Emma how to do the bail jumping job, after all Regina made a comment to Emma the longest time that she stayed in was Tallahassee for 2 years …..(can’t remember the rest) so this guy has to come in to play some how. Maybe Emma’s needs this guy to find someone or help her in NY with something.

Is this correct? I didn’t see David or Regina being in NY so I wonder if this correct?
Ok, I doubt if this is Emma’s foster brother etc. Emma was a loner she traveled to OR, to AZ for prison and back to Boston where she started out as a baby. Dressing up is more like a date to me then meeting an old friend besides if it was an old friend don’t you think you would want her parents to meet him too?
Also, it looks like the guy comes up behind Emma so apparently Emma doesn’t know what this person really looks like that she is suppose to meet.
Could this guy be “Prince Naveen”, The Princess and the Frog…???
Interesting!! So then 313 must be Robin Hood centric complete with Aurora and Mulan (and maybe Philip).

Will Snow and Charming (Josh Dallas) find out about Neal (Michael Raymond-James) sending Emma to jail?
Horowitz: Neal sending Emma to jail comes up again and is dealt with.So this to me is that the conversation will only be with Emma and Neal again or perhaps Emma talks to Hook about it. Snow and Charming won’t be told.
Are we ever going to see Pinocchio (Eion Bailey) again?
Kitsis and Horowitz: Yes.Still like to know how August found SB, if the town was covered and no one saw or knew its exist.
