I don’t think we have any reason to believe that Regina was in hiding from Rumple…Cora didn’t need to hide her, as she’d gotten out of the contract (and possibly done some further mischief we don’t know about to Rumple–there still feels like some missing history). And let’s see…Cora was living a rather public life as Prince Henry’s wife (and thus we can infer a princess in her own right). Oh, and she marries Regina off, again, rather publicly, to a KING.

Rumple was probably quite aware of all this. Keenly aware. Intensely aware.

But he was clearly not aware of Zelena until he found her in Regina’s chambers.

I believe in Once that internal magic is something you have to have that “spark” for, and then you can learn it. So being magical is something that, barring access like the Dark One’s dagger, you have to be born with. But to really use it requires training (and if you don’t have obvious signs like Zelena, how would you know to be trained? So probably there are many born with the spark who never seek training).

Magic items can be used by anybody.

Some curses/items can grant magic abilities to the user. I highly suspect that the effects of knowing how to use magic are permanent, though, even if the curse is later lifted–I think we saw that with Cyrus in Wonderland. Perhaps once that spark is created, you never quite lose it, even if your powers are diminished once no longer under the curse.

Timeline answers:

In “We are Both,” Regina tries to run away before the wedding. It’s said that the wedding is in 2 days’ time when Cora vines her, according to Cora. She goes to her father the next day, as they say the wedding is “tomorrow.” She summons Rumple that night. The day of the wedding, she pushes Cora through the looking glass into Wonderland. Presumably she begins her training later that day when she’s riding away, and tries to give Rumple back his magic book. That’s when he asks her how it felt to do magic.

So ALL the training with Rumple is after Cora goes to Wonderland. No way around it.

That does make the letter confusing…but Rumple DOES occasionally like to gloat, especially with people who have badly hurt him.

Yeah, in this world the people with the strongest magic have some of the strongest emotions–since the two are linked, it makes sense that the magic users tend to be somewhat unstable.
