I believe she knows Dorothy and uses her for something. She trades the slippers for something Dorothy has access too. Zelena, like Cora is very calculating. This is different from Regina. Regina goes with her emotion suddenly. We saw that in Zelena but after Rumple let her go, she had the fire that Cora had.

Finished this v-stitch cocoon shrug today. Totally meant for a small chested person. So I think I will give it to my mom as a gift. It might be too big though. IDK at least I learned a new stitch.

What if we are looking at this at a different angle?
What if the person in question is Rumple and the Seer? If Rumple never saw the Seer he would not have left the Ogre Wars, thus he would have never become the Dark One. If Cora never interacted with the DO she would have never of had Regina.
