Yes, some sets are used multiple times but that’s just because of budgets (For example, The King’s castle in “The Price of Gold”, King Xavier’s castle in “The Miller’s Daughter” and Prince Eric’s castle in “Ariel” as well as various on location places) but this whole ‘Different Dimensions’ / ‘Different Times’ theory is non-sense. Pretty much every character has interacted with each other in some way during a flashback at some point.
And as for that gazebo part, Aurora was still sleeping whilst Snow and Charming were getting married. So she would have been sleeping right in the center of the wedding. In Season 2 we actually see both of these locations. Aurora wakes up and then a few episodes later Snow, Emma, Mulan, Aurora and Lancelot / Cora went back to the Royal Castle to try to use the wardrobe.

ParticipantAfter watching Enter the Dragon I rewatched Skin Deep……look who I found at The Rabbit Hole! Alice or her perfect doppelganger! Curioser and Curioser! The camera stays on her for quite a while.
Well, first. That’s not Sophie Lowe. Second, WL hadn’t even been thought up in the minds of Adam and Eddy and so it wasn’t consciously done if some 100/day extra looks like someone they cast two years later for a totally different show. And third, the camera isn’t on her. It’s on Snow and Ashley. Hence why they are the focus.
And forth, it doesn’t even make any sense for Alice to be in Storybrooke. She was in the asylum at that time. And the only time that she was in Storybrooke was for that brief time to find Will’s heart.
