It’s interesting “constructed” was the original term. I mean, ok, scripts go through revision stages, just like editing fanfics. Things get changed around to make it sound better.
That, and believe it or not, the actors not always delivering the lines word for word isn’t unfounded. I’ve seen it happen before. And normally it’s not treated as a big deal if the original intent of the line remains the same.

I think you misread what Slurpeez said. She didn’t say Henry and Lily as a relationship, but Henry and Lily’s daughter being in one. Apparently Lily has a daughter, according to a fan who visited set during the filming of 419. Lily was seen picking a girl up from a school bus.
Now, I’m wondering why didn’t Regina just use the curse to begin with?
I think because she still wanted to kill Snow, rather than just torturing her. Once Snow put that protection on herself that prevented Regina from physically harming her “in this land”, the curse became a viable option.
