I think Belle knows that Rumple’s past is not all goodness and light. It was desperation that caused her father to call on him for help with the ogres. Belle may be willing to see the good in Rumple but she is well aware that he is no saint. She doesn’t dwell on the person he used to be or pretends to be but she sees him for who he really is and how he is trying to better himself.
Rumple needs Belle to remind him that he is not a monster and that there is good in him despite what everyone else thinks. Without her, Rumple is a loose cannon. Hook may be forced to hang out with the Charmings for his own protection. If it weren’t for the car, Rumple would’ve sent that fireball at Hook.

Keeper of FelixWas Belle given a Storybrooke identity? Regina kept her locked up so it wasn’t like anyone was meant to see her. If anyone did ask, the fact that Belle didn’t know her own identity could be a reason why Regina said she was locked up. If Regina had no intention of releasing Belle, why bother giving her an identity?

Keeper of FelixWill Belle get her memory back before Rumple goes off searching for Bae? If Bae rejects Rumple, with Belle unable to remember him, Rumple hasn’t really got anyone to bring out the good side in him. Rumple may then begin to slide back into evilness.

Keeper of FelixWouldn’t the water from the well be able to bring back Belle’s memories since it has the power to return that which is lost?
As for the Rumple/Cora kiss, perhaps it is sealing their truce, similar to how a handshake can be seen as sealing a deal? Also, Rumple is the most powerful man in Storybrooke, Cora may want to ensure he is kept on her side.

Keeper of FelixI don’t think Cora, Regina or anyone else with magic will be able to use magic outside of Storybrooke. Cora and Regina may be immune to the memory loss but they’ll still be powerless.

Keeper of FelixI think Rumple is going to have to get Belle to fall in love with him again. It would be the perfect opportunity to find out Mr Gold’s first name. Belle has to love Rumple for True love kiss to work. Because she can’t remember him or herself, she doesn’t love him. Charming and Snow went through something similar when Snow drank the potion to forget Charming.
Something could jump start Belle’s memory again. Perhaps an interaction with Regina? What Regina did to Belle wouldn’t be something that could be forgotten ever. Whilst Belle may not be able to conciously remember what Regina did to her, it will still be in her unconcious. Perhaps Belle’s nightmares are her memories.
Also Emma may have a role to play in helping Belle remember. It worked for Graham.
